Accreditation Scheme for Fuel Retailers and Cost Recovery Agencies
Police CPI have launched a governance assurance framework to support the use of electronic links when requesting Driver and Vehicle Licensing Agency (DVLA) data in response to fuel theft.
The DVLA, as the custodian of information about the registered keepers of UK vehicles, operates:
- a manual enquiry process for those organisations seeking to obtain the details of the registered keeper
- an electronic service called the Keeper at Date of Event (KADOE) API to allow authorised third parties to request the keeper details of a specific vehicle on a specified date. The electronic service is faster and less burdensome than the manual system, thereby saving the fuel retailer, or their agent, considerable costs and time which subsequently improves recovery rates
The Keeper at Date of Event (KADOE) API
The DVLA must take the necessary steps to protect the data it holds and to ensure that there are appropriate procedures in place in line with its legal responsibilities. The Government’s policy requires additional assurance and audit processes to ensure that vehicle keeper data is protected and is utilised fairly and proportionately in accordance with UK data protection legislation.
In keeping with this requirement, Police CPI now operate an agreed assurance framework to support the use of electronic links to request DVLA data in response to fuel theft.
The framework will apply to all:
- Company directors and operational managers of the business organisation
- Line managers of staff given access to the DVLA KADOE API service
- Members of staff given access to the DVLA KADOE API service(s)
- Staff who have systems access permissions allowing access to the requested data
Police CPI’s assurance framework defines the requirements and responsibilities for those who are seeking, and those who have electronic access to request registered keeper data from the DVLA using the KADOE API.
It covers all aspects of governance management, company security checks, process and protocols applicable to companies and their personnel, infrastructure, and includes the vetting of those employees defined within the framework to a policing standard.
Accreditation
Once a fuel retailer or cost recovery agency has achieved accreditation and access to the KADOE API, they will be able to display the Police CPI / DVLA KADOE logo.
Post accreditation
Post Accreditation, Police CPI will conduct an audit function ensuring appropriate use of the KADOE API consistent with the terms and conditions, and that searches reflect the incident of fuel theft, and there was “Reasonable Cause” for which the data is applied for.
